Project ARESME

Adapting national social partners’ capacities to pursue inclusive and responsive social dialogue following crisis situations in EU

ARESME is a 2 year international project, consisting of 6 partner organisations of which 5 are representatives of employers in micro, small and medium-sized enterprises (SMEs) and of self-employed in the craft and entrepreneurial (cross-industry) sector and one trade union organisation. Partners are holding status of a representative social partner.

The main goal of the project is to enhance social partner’s performance and negotiation position in cross-industry and sectoral social dialogue following crisis situations in EU. The aim is to incorporate learned pandemic experiences for a responsive social dialogue.

 ARESME unfolds two points – one is recommending updates of legal frameworks while protecting all parties included, and the other is empowering social partners to gain strength in bipartite and tripartite social dialogue.

The objectives of the project are:

  1. To stocktake the occurrence and status of various new forms of work in partners countries (platform work, telework, part-time work schemes) through risks that they bring in the field of labour law and occupational health and safety at work;
  2. To recognize, raise awareness and tackle problems related with adequate minimum wages and gender income equality and preparation of recommendations to promote collective bargaining in general on wage setting at national and EU level through a special contribution for the collective bargaining and implementation of collective agreements on national level;
  3. To build, strengthen and improve the capacity of project partners and to promote a modernised social dialogue thru preparation of recommendations from the social partner organisations in bipartite and tripartite social dialogue at national level.

The objectives will incorporate Digital and Green transition goals.

Expected overall outcomes are:

  1. intensified and modernised social dialogue at cross-industry and sectoral level,
  2. strengthened capacities of national social partners, and
  3. recommendations for social dialogue content in five European countries.

Projekt ARESME

Prilagajanje zmogljivosti nacionalnih socialnih partnerjev za vključujoč in odziven socialni dialog po kriznih situacijah v EU

ARESME je dvoletni mednarodni projekt, ki ga sestavlja šest partnerskih organizacij, od katerih je pet predstavnikov delodajalcev v mikro, malih in srednje velikih podjetjih (MSP) ter samozaposlenih v obrtniškem in podjetniškem sektorju ter ena sindikalna organizacija. Partnerji imajo status reprezentativnega socialnega partnerja.

Glavni cilj projekta je izboljšati delovanje socialnih partnerjev in njihovo pogajalsko pozicijo v medsektorskem in sektorskem socialnem dialogu po kriznih situacijah v EU. Namen je vključiti pridobljene izkušnje iz pandemije za odziven socialni dialog.

ARESME se osredotoča na dve točki – ena je priporočanje posodobitev zakonodajnih okvirov ob zaščiti vseh vključenih strani, druga pa je opolnomočenje socialnih partnerjev za pridobivanje moči v bipartitnem in tripartitnem socialnem dialogu.

Cilji projekta so:

  1. Pregledati pojav in status različnih novih oblik dela v partnerskih državah (platformsko delo, delo na daljavo, sheme dela s skrajšanim delovnim časom) skozi tveganja, ki jih prinašajo na področju delovnega prava ter varnosti in zdravja pri delu;
  2. Prepoznati, ozavestiti in reševati težave, povezane z ustreznimi minimalnimi plačami in enakostjo dohodkov med spoloma ter priprava priporočil za spodbujanje kolektivnega dogovarjanja na splošno pri določanju plač na nacionalni in EU ravni z posebnim prispevkom za kolektivno dogovarjanje in implementacijo kolektivnih pogodb na nacionalni ravni;
  3. Graditi, krepiti in izboljšati zmogljivosti projektnih partnerjev ter spodbujati moderniziran socialni dialog skozi pripravo priporočil s strani organizacij socialnih partnerjev v bipartitnem in tripartitnem socialnem dialogu na nacionalni ravni.

Cilji bodo vključevali digitalne in zelene prehodne cilje.

Pričakovani skupni rezultati so:

  • intenziviran in moderniziran socialni dialog na medsektorski in sektorski ravni,
  • okrepljene zmogljivosti nacionalnih socialnih partnerjev, ter
  • priporočila za vsebine socialnega dialoga v petih evropskih državah.
